Reducing 11% Bribe Request in New Urban Management / struggle with Corruption; A Solution for Crisis of Tehran Budget Deficit

At the first meeting of urban research, academic researchers and managers who struggle with corruption, hosted by Tehran Urban Planning and Research Center (TUPRC) and the Islamic Council of Tehran, provided the important scientific and practical data on the phenomenon of rent and corruption in urban management to public opinion.

According to the Public Relations Department of TUPRC, Javadi Yegana announced a decrease of 11% in bribe requests in the new urban management period and also habibzadeh, member of the Islamic Council of Tehran stressed to determine situation of the assignment of 1,300 properties to the past urban management. In the course of this session, Hasan Abedi Jafari, conductor of the Corruption Assessment project in Tehran Municipality, and Hamed Rahmani, conductor of the project of the governance patterns of fighting corruption in the municipalities, expressed their research results.

Javadi Yeganeh: 11% reduction in bribe request in new urban management period

the head of Tehran Urban Planning and Research Center (TUPRC) said: according to national and national surveys, amount of bribes in the new urban management period in Tehran's municipality has been decreased by11%.
Mohammad Reza Javadi Yeganeh, director of TUPRC at the meeting on the subject of rent and misconduct in urban management, which has been held at the Shibani Hall in the city council building, by referring to the studies carried out in this area, said the surveys available has been conducted in three issues: corruption, feeling of corruption, and experiment of corruption. The national survey with the theme of cultural, social and moral situation has been implemented in 1395 in 426 cities. In this survey, 82,500 people participated and the Ministry of Guidance and University of Tehran contributed to this study.

 By referring to that the second survey is a survey of urban management in the new era, which was requested by the former mayor of Dr. Mohammad Ali Najafi, he said that this survey has been conducted with 5,000 samples in September 2012.

Javadi Yeganeh, arguing that these studies are the result of the people's report and do not necessarily indicate the level of corruption, added: "But the comparison can give the answer to this question. In the whole country, the amount of bribes in municipalities was 11.3% .In 1395, in courts 8.9, Treasury and Tax Office 7.6, the registry office 5.1, and the police, 10.2%. According to a subsequent report, 65.4 percent of the 11 percent who have applied for bribes have paid bribes to the municipality. This figures for prosecutors and courts are 64.8, the Treasury and Tax Office 63.3, the 61% registry office, and the police, 71.6%. The experience of applying for bribes in metropolises in municipalities, prosecutors, courts, the Finance and Taxation Administration, and the Police and Law Enforcement Administration were respectively 14.3-9.5- 8.2- 5.1- and 13.9 percent, but this statics in Tehran was high 17.2- 5-11.5- 5.9- 3.6 percent, respectively.

The important role of bribes and corruption in the dissatisfaction of the people

The survey was repeated in June and showed that 21 percent of the people who came to the municipality were applying for bribes. The comparison of these two indicators is significant; i.e. the amount of bribes decreased by 11%, which reflects the success of the new urban management
