Analyzing the Solutions to Improve the Status of District Renovation Service Offices

Tehran Urban Planning and Research Center held a specialized meeting on the role and position of the district renovation service offices as a local development institution with the participation of the managers of the Tehran Renovation Organization, Urban Development and Revitalization Organization Of Iran, and a group of managers of renovation services offices at the conference hall of Tehran Renovation Organization.
According to the Public Relations Department of the Research, Anoushiravan Naser Mostofi , Director of Architectural and Urban Studies, held this scientific-expert meeting to evaluate and upgrade the service level and working processes of the renovation service offices based on the results of the research project “The Nature, Capacity and Future of Renovation Services Offices” and said, “With regard to the completion of the research study, it was decided that the results of this study would be made available to colleagues, so that we can use their knowledge and constructive suggestions to improve the quality of this research project.” He added, “Attempts have been made to review the challenges ahead and present solutions to improve the position, review the tasks, and conduct a comparative study with similar institutions of other countries.” As the executor of this plan, Mojtaba Rafieyan, a faculty member of Tarbiat Modares University, described the process of conducting this research project entitled “The Nature, Capacity and Future of Renovation Service Offices,” and said, “This study was conducted with the aim of the pathology of the status quo and evaluation of the past. It was also intended to compare the internal and international experiences and accepted approaches in terms of renovation. By applying the results of the plan, positive changes can be observed in renovation offices.” He noted, “Consideration of the renovation services as an organizational organ and an executive institution causes these offices to function inefficiently in a symbolic way, and so they should move towards the establishment of partnerships and the development of participatory approaches.” Rafieyan described different models of participation in private, public and governmental sectors in urban renovation and said, “Renovation service offices must move from instrumental rationality to communicative rationality since traditional methods are no longer effective in renovation, and the best solution is the use of interactive network models.” Chaghoie, the guiding member of the research project, also referred to the 11 services of the offices and maintained that, “The provided services resulted from three stakeholders, the role of offices and their services. The result of this categorization indicates the facilitating, coordinating and planning roles of the renovation service offices.” The supervisor of the plan also made a brief remark about the necessity of establishing a monitoring office and analyzing the performance of these offices at the Tehran Renovation Organization. Later in this specialized meeting, Mrs. Eskandari, Director General of the Planning and Budget Office of the Urban Development and Revitalization Organization Of Iran, pointed to the well-developed and growing trend of renovation services offices in previous years and stated “To attract people’s participation in the reconstruction of worn out textures, the political support is required, and if this support is provided, the basis for investment and participation will be achieved.” At the end of the meeting, other members presented their views and opinions on services, upgrading the status, as well as the challenges facing the renovation offices. It is worth mentioning that this specialized meeting was organized by Tehran Urban Planning and Research Center as well as the participation of Tehran Renovation Organization.
